Passports - Desk n° 4 - Phone 02/773.05.44 or 02/773.07.75

Description

Since 1 March 2001, the Ministry of Foreign Affairs put new passports into circulation.

The new passports are better protected from the attempts from falsification. The holder's photography is not anymore simply stuck onto the page of identity, but reproduced by digitalization just as the signature.

Since 15 January 2005, an electronic chip has been integrated into the passport cover.

From 1 st February 2008, a new generation of passports including new safety standards will be put into circulation; this passport will be" self-controlling". Besides its page containing "pictograms", it will contain an outside element: a sheet made of polycarbonate which is used to control the authenticity of the photo; when it is positioned on top of the passport, it allows to read a printed code.

Passports have a five-year validity.

Any child, even new-born, must be titular of an individual passport since the country in which he or she goes requires a passport (or a visa) to allow the entry on its territory.

When travelling without parents, parental authorization is required and implies the legalization of the signature of the person(s) who give(s) the authorization.

N.B. : In case of divorce or of separation, the request must be introduced by the person with whom the child is domiciled. The authorization of the two parents is in any case required

Request and withdrawal steps

The steps are taken personally by presentation of the identity card and, if necessary, of the former passport.
The presence of the children is also essential

Model and quality of the photos

The applicant must provided two coloured photographs. They must be identity photographs, carried out on a clearly uniform background (white preferably) and taken fullface. Their format must be 4,5/3,5 cm. The head must at least have a length ranging between 2,5 cm and 3,5 cm at the maximum. The face, the eyes, the chin and the nose must be entirely discovered and the holder must not wear a hat.

Only photos printed on classic photo paper will be accepted

Time of making

Normal procedure : eight working days
Urgent procedure : two working days

There is a procedure of extreme urgency for humanitarian reasons (accident, hospitalization, death of a close relation abroad for example) envisaging the delivery of a provisional document by the Ministry for Foreign Affairs (Phone 02/501.81.11).

Method of payment

The passports are paid at the time of the request, either in cash, or by Bancontact.

Description of the 64-page passport

A new model is since 1 January 2006 available. This 64-page document does not replace the current one but is added in order to fullfill the request of some travellers for whom the 32-page passport is sometimes not enough. Its validity is also of 5 years.  However, this passport will only be made urgently and will thus cost 252 EUR.

c. Driving license

1. First issue

  • If the practical examination has been passed
  • Exchange of a european of foreign driving license

2. Duplicate

  • Delivered on the basis of a theft of loss attestation from the Ministry of Mobility and Transports, filled in by the police
  • The theft of loss declaration must obligatory be made in Belgium
  • Cost : 17,00 EUR

3. Exchange of old models

  • Exchange of a Belgian national driving license delivered before 01.01.1989 for a new Belgian driving license, community model
  • Exchange of a Belgian driving license community model delivered between 01.01.1989 and 30.09.1998 for a new Belgian driving license community model
  • Cost : 17,00 EUR

4. Paid transport

  • Driving license delivered on the basis of a medical attestation
  • Licenses delivered before 01.10.1998 : exchange of the license ; driving licenses delivered after 01.10.1998 : the indication must be appended

5. International driving license

  • The requester must have a Belgian or European valid driving license
  • The international driving license is valid for 3 years

Electronic Idendity cards for people with the Belgian nationality - Desk n° 2 - Phone 02/773.05.46

The electronic identity card has the bank card size and is furnished with an electronic processor. Its introduction has been justified by the need of safety for identifying persons in regard with the increasing electronic communication.

The electronic identity card will play two roles : it will allow its holder to make him known and to use an authentic declared signature.

The electronic identity card will more especially allow its holder to have access to his personal file by the public authorities, ask some documents through an electronic locket, take benefit of some applications – not yet available- proposed by public administrations ( local, regional or federal ones).

The electronic identity card has a validity life of 5 years. Its price : 17,00 €

The citizen needs to have the convocation the Service of Population sent him – except on the holder's request - as well as a recent photography on white background with the 35 mm x 45 mm dimensions (quality criteria are very strict).

Data on the electronic identity card are of two types :

  • personal information readable with the eye and electronically, such as
    • name
    • two first names
    • the first letter of the third name
    • nationality
    • birth date and place
    • sex
    • place of card delivery
    • date of start and end of card validity
    • holder's photography
    • signature of the holder and local employee
    • identification number in the national register for physical persons
  • personal information readable in an electronic way :
    • identity keys and signature
    • identity certificates and signature
    • accredited certification authority
    • the necessary information to the card identification as well as the protection of electronically readable data stated on the card as well as the use of linked certificates
    • the holder's main residence

NB : holder's civil status does not appear any more on the electronic identity card even among the data visible to the naked eye.

Sinds December 2005, an emergency procedure to obtain the eID has been launched by the Federal Public Service of the Interior.

Cost for en extreme emergency procedure (two days) : 182,00 EUR.
Cost for an emergency procedure (three days) : 118,00 EUR.

By Royal Order of 1st September 2004, the general introduction of the eID has been decided. The delay has been fixed to 5 years to renew all the Belgian ID cards.

Any Belgian will have such an eID for 15 September 2009.

Electronic cards for members of European Union - Desk n° 2 - Phone 02/773.06.64

Since 1st June 2008, no new blue residence permits will be delivered. Only the cards that are still valid can still be used.

Instead of this blue card, it will be free delievered to the EU citizen :

  • a registering attest (annex 8 of the Royal Order of 08/10/1981)

  • a document attesting the permanent stay (annex 8 bis of the Royal Order of 08/10/1981).

It must be underlined that :

  • Even if the municipality already delivers electronic cards, both above-mentionned documents will still be delivered in paper. The citizen will then have the possibility to ask for the electronic form of them (respectively E card and E+ card). The electronic card is not compulsory for this category of foreigners.

  • Annexes 8 and 8 bis only mention that the EU citizen was registered at a given time in the register under the personal given information. According to the European directive 2004/38, these documentes do not have any maximum validity nor any photo.

  • Practically, to travel in the Schengen area, the EU citizen must only have relevant documents delivered by its original country (national pasport, identity card).

  • In general, article 25 of the European directive 2004/38 stipulates that "Possession of a registration certificate as referred to in Article 8, of a document certifying permanent residence, of a certificate attesting submission of an application for a family member residence card, of a residence card or of a permanent residence card, may under no circumstances be made a precondition for the exercise of a right or the completion of an administrative formality, as entitlement to rights may be attested by any other means of proof."

Electronic cards for citizens out of the EU - Desk n° 2 - Phone 02/773.06.64

Depuis le 1er juin 2008, la carte d'identité de couleur jaune qui était délivrée aux citoyens hors UE inscrits au registre de la population, ne peut être distribuée. Elle est remplacée par

  • Electronic card Type C for those who have a right of residence;

  • lElectronic card Type F for those who are members of a EU citizen.

Identity papers for children who are less than 12 years old - Desk n° 2 - Phone 02/773.06.64

The identity paper is delivered free to any child who is less than 12 years old at the time of its first inscription in the register of the population or the register of waiting for a Belgian municipality.

The municipality establishes a new identity paper in case of loss or deterioration as well as in case of change of nationality, first name or last name.

The identity paper is not renewable when the child transfers his residence in another municipality.

Certificates of identity for children of foreign nationality who are less than 12 years old - Desk n° 2 - Phone 02/773.06.64

The certificate of identity is issued at the request of people exerting the parental authority on a child who is less than 12 years old and registered in the register of the population or the register of waiting.

It is valid for a two-year duration starting from its delivery.

The presence of the child is essential at the request.

A recent photograph of the child (size 4,5/3,5 cm) is affixed on the document.

The municipality establishes a new certificate of identity in case of loss or deterioration, at the expiry of its period of validity like in case of change of residence, address, nationality, first name or last name.

The production time of the certificate of identity is two working days.

Cost : 1,20 EUR.

Any person wishing to make the true certification of copy of a document must come with the original document and the copy. Only copy of official documents can be certified (i.e. : notarial acts, documents of identity, etc.)

Legalization is the acceptance given by an authority, invested with its attributions, that a signature affixed on an act really emanates from the one to whom it alloted and, if necessary, that the signatory(ies) had the quality that this signature supposes.

The certificate of morality must be delivered to any person who owns a bar of fermented drinks or any person who takes part in an unspecified way in the exploitation of the bar.

Extracts of criminal record - Desk n° 2 - Phone 02/773.05.42

The extracts of criminal record can be delivered only to the concerned person. In case of disease, infirmity or absence of the applicant, his written authorization is essential so that a third can withdraw the certificate. You can request this extract by phone. The production time is two working days.

There are two kinds of extracts of criminal record according to what it is intended for.

The first one is for public administrations, private individuals or organizations, when it is required for all the matters for which the second model is not required (model 1).

The second one is delivered to acquire an activity in relation with education, psycho-social guidance, youth assistance, infantile protection, animation and supervision of persons under 18 (model 2).

The model 2 is only delivered if it is explicitly requested for an activity in relation with the supervision of persons under 18.

Extracts of the registers of population - Desk n° 3 - Phone 02/773.05.43

Any person, any public or private organization can obtain, on written and signed request, an extract of the registers or a certificate established according to these registers concerning an inhabitant of the municipality when the delivery of these documents is envisaged or authorized by or under the terms of the law.

Cost : 5,00 EUR.

Various exemptions are envisaged, in particular each time that the use is meant for a matter of family benefits, i.e. for mutual insurance companies, tax matters, ...

Department for foreigners - Desk n° 1 - Phone 02/773.05.49

This service carries out the first recording of any person of foreign nationality who is a resident on the territory of the municipality, while refering to the provisions of the law of December 15th, 1980 on the stay of the foreigners in Belgium and to its royal decrees of application.

On occasion of the first presentation, these people must provide themselves, either with their national passport, or with their national indentity card.

All the information as well as the details of the procedure relative to their recording will be communicated to them individually at the time of this first presentation.

List of jury are renewed every 4 years in January on base of names drawn by lots from amongst the last list of the people registered in the register of the voters drawn up in accordance with article 14 of the general electoral code.

The last renewal relating to the constitution of the jury for the Court of Assizes valid for the years 2006 to 2009 has been carried out in January 2005.

The law of December 31st, 1992, amending the laws on the militia coordinated on April 30th, 1962 causes the suppression of the military service.

Certificates of militia are still established for the militiamen coming under the last levy concerned, namely that of 1994.
