The LEA is aimed at:
- unemployed people (whether or not receiving benefits) under the age of 45 who have been registered with Actiris for at least one year
- unemployed people (whether or not receiving benefits) aged 45 and over who have been registered with Actiris for at least six months
- people receiving benefits from the CPAS
