Emergency planning

Since the Royal Order of 16th of February 2006 concerning emergency and intervention plans, every municipality is required to possess a safety cell. This safety cell is responsible for the emergency planning by the making of emergency and intervention plans, organising simulations and informing the public.

Even your municipality could be the scene of a disaster: an explosion, a poisonous gas cloud, a heavy fire in a school or daycare.

Authorities

In case of a catastrophe, emergency services need to act as quick as possible.The lives of the citizens are in their hands. It is thus very important that the various services cooperate as much as they can. To facilitate this cooperation, the municipality elaborated a general intervention plan in case of emergency (GIPE). The GIPE contains directives concerning the organisation and coordination of the several emergency services operating on the scene of catastrophes or major accidents.

In case of emergency, the municipality opens a crisis centre. This is were the main decisions will be taking regarding to the management of the crisis (e.g. general coordination of emergency help, decision to evacuate, opening of an information point, informing the press and the population …)

The coordination in the field is ascertained by the Operational Commando Post (OCP).

The municipality is working on your safety by preventive projects. Enterprises working with hazardous goods (inflammable, toxic, explosive …) are subjected to environment legislation and have to comply with very strict rules (permits, regular checks …).

Risks can also occur when hazardous goods are being transported (roads, rivers or railways). This is why also transport is subject to very strict regulations, safety measures and control.

In case of big events, an incident may cause panic reactions. This is why every event is preceded by a coordination meeting in which the public security, accessibility and emergency plans are discussed and evaluated.

 

General intervention plan in case of emergency

  • Introduction
The General Intervention Plan in case of Emergency describes how to react to an urgent situation. It prescribes what resources need to be put into place, which emergency services have to intervene (fire department, medical care, police …) in case of a catastrophe or major accident. It gives an overview of the organisation and procedure that need to be followed by the aldermen of the municipality, as for the administrative part, as well as for the operational part.
  • What does the plan contain?
    • An inventory of catastrophes and major incidents that might happen in the municipality;
    • A list of the emergency services, instances and organs that can be contacted in case of a catastrophe or major accident;
    • A scheme of the alerts;
    • The main principles for organisation in case of a catastrophe;
    • The main principles for communication towards the population;
    • The main principles for the reception of the population and victims;
    • The main principles for the organisation of simulation exercises.
The municipality has regrouped all of the necessary information in the GIPE. This document is annually re-examined, evaluated and updated.
It is possible that your enterprise is listed in this information database. If this is the case, the Administration asks you to inform them about any change that may concern the emergency plan.
If you haven’t been contacted by the Administration, but you have reason to believe that your enterprise should be listed in the plan (risk activities, located next to a risk company, enterprise able to deliver emergency equipment …), do not hesitate to contact the Emergency Planning Service.
