Civil Status and Population

This service is responsible, in particular, for the initial registration of any foreign national residing within the municipality’s territory, in accordance with the provisions of the Act of 15 December 1980 on the residence of foreign nationals in Belgium and its implementing Royal Decrees.

Foreign nationals wishing to stay or settle in Belgium are required to register/declare their presence (click on the tab to expand it) :

For stays of up to 90 days

People who are not staying in accommodation subject to traveller checks (hotels, guesthouses, etc.) must report their presence on Belgian territory. They must carry their identity document and, where applicable, their residence permit.

The procedure is as follows:

For European citizens and non-European citizens who are family members of European citizens

European citizens must, within 10 working days of their arrival:

- Either submit their application via the ‘Mon adresse en Belgique’ : https://myaddress.emigration.ibz.be/

- Or visit a service counter to obtain a declaration of presence, which costs €15.90;

For non-European citizens

Non-European citizens must, within 3 working days of their arrival:

- Either submit their application via the ‘Mon adresse en Belgique’ : https://myaddress.emigration.ibz.be/

- Go to the counter with a recent photograph and €15.90 to obtain a declaration of arrival;

For non-European “Intra-Schengen” citizens

Non-European citizens must, within three working days of their arrival, go to the counter with a recent photograph, their residence permit and €15.90 to obtain a declaration of presence.

For stays of more than 90 days

Initial registration in Belgium for foreign nationals is by appointment only.

Application for a European citizen:

Since 1 September 2025, any EU citizen wishing to stay in Belgium for more than 3 months must submit a complete application to register (Annex 19).

Failure to do so will result in the application not being considered.

Application for a non-European citizen:

Non-European citizens wishing to settle for more than 90 days must present:

- A valid passport (or equivalent travel document);

- Where applicable, a D visa bearing a specific reference to the reason for the stay (e.g. B34 for a single permit, B40 for a student, etc.)

Other applications

Non-European citizens wishing to apply for humanitarian residence (9bis) may submit their application along with proof of payment of the fee (https://dofi.ibz.be/en/themes/faq/contribution-fee). The application must set out the grounds justifying regularisation, together with any supporting evidence. We advise you to seek the assistance of a solicitor to draft the application.

Initial registrations in Belgium for foreign nationals staying for more than 90 days are by appointment only!
